General terms and conditions for provision and use of the Slovensko v mobile app 
(hereinafter referred to as “General Terms and Conditions”) 

Article I 

Introductory provisions 

  1. The National Agency for Network and Electronic Services, a contributory organisation, with its registered office at Kollárova 8, 917 02 Trnava, company ID: 42 156 424 (hereinafter referred to as “NASES”) operates the Slovensko v mobile application (hereinafter referred to as “Slovensko v mobile app”). The administrator of the Slovensko v mobile app is the Ministry of Investment, Regional Development and Informatization of the Slovak Republic.  

  2. Slovensko v mobile is a free application provided for all natural persons (hereinafter referred to as “NP”) for the purpose of creating technical means for the authentication of NPs according to Act No. 305/2013 Coll.  on the Electronic Form of Governance Conducted by Public Authorities and on amendments and supplements to certain acts (e-Government Act), as amended (hereinafter referred to as “e-Government Act”), by means of a mobile device and the subsequent use of the electronic services of the state or the services of other information systems using the common authentication function of the Central Public Administration Portal (CPAP), which allow such a method of authentication of NPs. 

  3. These General Terms and Conditions govern: 

    1. provision and use of the Slovensko v mobile app, 

    2. the rights and obligations of persons who use the services of the Slovensko v mobile app, 

    3. access of users to the Slovensko v mobile app. 

Article II 

Definition of basic terms 

  1. Slovensko v mobile app - is intended for all NPs who have decided to use the possibility of the authentication of NPs according to the e-Government Act using a mobile device. After launching, the application will allow them to create technical means for authentication of NPs using a mobile device and to use these means to authenticate a person when using electronic services of the state or private sector that allow such a method of authentication of NPs.   

  2. Users of the Slovensko v mobile service (hereinafter referred to as “user”) – are NPs who have successfully registered on the portal - ep.slovensko.sk and have downloaded and activated the Slovensko v mobile app on their mobile devices. 

  3. Customer Contact – is carried out by the Central Contact Centre (hereinafter referred to as “CCC”) in accordance with the e-Government Act, whereby the users may contact the CCC via the contact form https://helpdesk.slovensko.sk/new-incident/ or by telephone at the following number +421 235 803 083

  4. Website – is the website of the Slovensko v mobile app published at https://ep.slovensko.sk

  5. Register of Authentication Certificates - is a public administration information system operated by NASES for the purpose of identification and authentication by means of an authentication certificate. It consists of authentication certificates that are recorded in the Register of Authentication Certificates on the basis of a request of holders or authorised representatives of holders of authentication certificates and of authentication certificates of their holders registered in the Slovensko v mobile app, who have applied for the registration of these certificates in the Register of Authentication Certificates in the process of activation of the mobile Slovensko v mobile app. 

  6. Authentication certificate – is an authentication means according to the e-Government Act if it is an authentication for access to the information system or electronic communication related to the exercise of public authority, or for the purpose of access to the electronic mailbox or disposal of the electronic mailbox, in an automated manner, using a technical means or a software means. 

  7. Public administration information system (hereinafter referred to as “PAIS”) - pursuant to Act No. 95/2019 Coll. on Information Technologies in Public Administration and on amendments and supplements to certain acts, as amended (hereinafter referred to as “Act on PAIS”) within the scope of the obliged person as the PAIS administrator supporting the services of public administration, services in the public interest and public services. 

  8. Central Public Administration Portal (hereinafter referred to as “CPAP”) ‐ public administration information system through which it is possible to centrally carry out electronic official communication with any public authority and to access common modules; its purpose is to provide services and information to the public by public authorities through a common access point in the Internet network, which provides common functions of registration, authentication, authorization and user support, management of the flow of information, electronic mailroom and electronic payment of fees according to the Act on ITPA (Information Technologies in Public Administration), as well as according to the e-Government Act.  

Article III 

Services provided by the Slovensko v mobile app 

The Slovensko v mobile app allows: 

  1. creating a secure way to authenticate NPs by means of a native mobile app; 

  2. creating an authentication certificate of a NP by means of a mobile device and register it in the Register of Authentication Certificates; 

  3. logging into the state service by means of the authentication of NPs by means of a mobile device and an authentication certificate; 

  4. managing and sending mobile PUSH notifications to registered mobile devices with the activated Slovensko v mobile app; 

  5. providing the authentication services of NPs  for both public and private sector by means of a mobile device. 

Article IV 

Rights and obligations of the Slovensko v mobile app 

  1.  The user of the Slovensko v mobile app is authorised to use the Slovensko v mobile app:  

    1. under the terms and conditions set out in these General Terms and Conditions; 

    2. to inform NASES in case of problems with the Slovensko v mobile app via the Customer Contact. 

  2. The user of the Slovensko v mobile app is obliged: 

    1. to read the General Terms and Conditions and comply with their provisions; 

    2. to use the Slovensko v mobile app in accordance with the General Terms and Conditions and the relevant generally binding legal regulations; 

    3. to monitor changes in the General Terms and Conditions; 

    4. in case of loss of a mobile phone with the activated Slovensko v mobile app immediately to request that the Customer Contact blocks his/her Slovensko v mobile app and blocks his/her authentication certificate; 

    5. not to provide the PIN to your Slovensko v mobile app on your mobile device to another person or use it in a visible form on your mobile device; 

    6. not to provide another person with a mobile device with the Slovensko v mobile app, otherwise he/she acknowledges that any actions performed with the mobile device are considered to be actions performed by the user of the Slovensko v mobile app, unless he/she proves otherwise in a credible manner; 

    7. in the event of damage to the mobile device, its sale or any other form of transfer of the mobile device to a person other than the user of the mobile device with the activated Slovensko v mobile app, the user is obliged to uninstall the application from the mobile device or otherwise remove it from the mobile device in a credible manner; 

    8. in the event of non-compliance with the obligations of the user of the Slovensko v mobile app services, NASES shall not be liable for the faulty provision of the Slovensko v mobile app services and for any damages resulting therefrom. 

  3. Generation of an authentication certificate and its registration in the Register of Authentication Certificates 

    1. By activating the Slovensko v mobile app, the user of the Slovensko v mobile app simultaneously requests the generation and subsequent registration of an authentication certificate in the Register of Authentication Certificates; 

    2. The user of the Slovensko v mobile app acknowledges the General Terms and Conditions for the provision of services through the CPAP and the General Terms and Conditions for the operation of the CPAP, which are published on the portal www.slovensko.sk and is bound by them when using the Slovensko v mobile app. 

Article V 

Rights and obligations of NASES 

  1. NASES is obliged to: 

    1. notify the user of the Slovensko v mobile app of the date of planned limitation of service provision due to technological maintenance of the system or deployment of software updates; 

    2. inform the user of the Slovensko v mobile app about the publication of the new General Terms and Conditions and about all facts that could affect the use of the services, in particular about the restriction of their provision, by publishing them in the Slovensko v mobile app.  

  2. NASES is authorised to: 

    1. limit the provision of the Slovensko v mobile app services, e.g. due to: 

      1. i. performing technological maintenance of the system or for other serious operational or technical reasons on its side; 

      2. ii. security reasons; 

      3. iii. operational reasons when the Slovensko v mobile app system is overloaded. 

Article VI 

Basic characteristics of the Slovensko v mobile app services and conditions of their provision 

  1. The Slovensko v mobile app services are intended for all NPs who have reached the age of 18 and who have decided to use the possibility of authentication by means of a mobile device. 

  2. The Slovensko v mobile app can be used by the user via a mobile phone with iOS 13 and above or Android 9.0 and above. 

  3. By installing the Slovensko v mobile app, the user expresses his/her explicit and unconditional consent to these General Terms and Conditions. 

  4. The Slovensko v mobile app starts automatically after its installation. 

  5. After successfully downloading and installing the Slovensko v mobile app, it is necessary to set the access PIN code and in order to accelerate the opening of the application, the user can decide to enable the use of biometric authentication. 

  6. The user opens and uses the Slovensko v mobile app using a 6-digit PIN code created by the user or using biometrics. This security feature is created in the interest of the user's own security and to protect personal data from misuse. PIN protects access to the Slovensko v mobile app and to the data stored in this application and in the local storage of the mobile device on which the user has installed and downloaded the application at his/her own discretion. To reset the PIN, it is necessary to uninstall and reinstall the Slovensko v mobile app. Once installed, the person creates a new PIN. 

Article VII 

Deactivation of the Slovensko v mobile app 

  1. In the settings of the Slovensko v mobile app, the user has the option to deactivate the Slovensko v mobile app. Deactivation will remove the device from the list of authenticated devices and cancel the user's authentication certificate. Deactivation does not uninstall the Slovensko v mobile app. 

  2. In case of repeated entering of an incorrect PIN code or biometric authentication when opening the Slovensko v mobile app, the Slovensko v mobile app is automatically deactivated. 

Article VIII 

Process of activation of the Slovensko v mobile app 

  1. After successful installation of the Slovensko v mobile app, the user must activate the application and thus authenticate his/her mobile device for logging in with the Slovensko v mobile app using an authentication certificate. 

  2. The user starts the application activation process on the website https://ep.slovensko.sk

  3. Prerequisites:  

    1. The installed mobile Slovensko v mobile app; 

    2. Reader and ID card with an electronic chip or proof of residence with an electronic chip or alternative authenticator (hereinafter referred to as “eID”); 

    3. Internet connection; 

    4. Computer with applications installed for the eID reader and BOK code. 

  4. The mobile app activation process starts on your computer via the website: 

    1. After opening the ep.slovensko.sk website on the computer, the user clicks on the “Activate online” button. 

    2. The user logs in to the website by means of a reader and eID. 

    3. The user follows the instructions on the website.  

    4. The generated Activation Code will be displayed on the website. 

  5. Continuation of the mobile app activation process on the mobile device 
    1. After opening the Slovensko v mobile app on the mobile phone, the user creates a 6-digit PIN code. 

    2. The user enters or scans the generated Activation Code from the website into the application. In order to scan the Activation Code, it is necessary to allow the application to access the camera of the mobile device. 

    3. The application verifies the Activation Code and generates the Pairing Code. 

    4. The user enters the Pairing Code from the mobile application on the website on a computer. 

    5. The user is notified of successful activation. 

  6. The application is active until the user deactivates it. In order to reactivate the app after deactivation, the user needs to perform the activation process to add their mobile device again to the list of authenticated devices. 

  7. In case of any uncertainties or information regarding the Slovensko v mobile app, the service user shall contact the Customer Contact at +421 2 35 803 083 on working days, Monday to Friday, from 8.00 a.m. to 5.00 p.m. and on Wednesdays until 9.00 p.m. or via the contact form on the website https://helpdesk.slovensko.sk/new-incident/

  8. The use of the Slovensko v mobile app is free of charge. 

Article IX 

General and final provisions 

  1. These General Terms and Conditions and the services provided may be unilaterally changed at any time with effect from the date of publication of the new version. 

  2. The previous General Terms and Conditions effective from 1 June 2022 shall cease to be valid and effective upon the entry into force of these General Terms and Conditions. 

  3. These General Terms and Conditions come into force and effect on 1 November 2022.
